There's something about Mayor Vilma

Louis Vuitton bag makes luxurious distraction to the mayor’s presentation of her programs in first meeting with city department heads.

NO OTHER city chief executive here in recent, if fading, memory has received as many courtesy callers in less than a week in office than Mayor Vilma B. Caluag. As duly recorded in the city’s CIO FB page 

Only into her third full working day on July 6, Caluag had already welcomed to her office heads of regional government agencies and a professional group.

At surface level, this “interest to call” can be, as indeed it has been, ascribed to her novelty: As much to her being the first-ever lady mayor of the city as to her signature duds, shoes, and bags. It’s not every day to see just any hizzoner or lady official hereabouts holding office dressed to the nines in Gucci and Valentino, shod in Balenciaga, a Louis Vuitton in hand or, as one photo shows, serving as centerpiece – of attention – of a meeting’s presidential table. All this topped by the blinding brilliance of the diamonds studding her ears and lacing her neck, and on her wrist…is that a Patek Philippe?

Aye, only Vilma, mayor or wife to the devoted Melchor.   

Past the seeming ostentatious display of luxury, there is the essential Ate Vi, plain public servant wanting so much to achieve much more for her constituency, from the barangay to the city.

No simple sosyal visits, it is not all hi, hello, pose, shoot, thank you, and have a nice day, there is to it at the mayor’s office of late. There obtains that higher call for social responsibility, for service to society.   

JBLMGH. With the department heads of the Jose B. Lingad Memorial General Hospital led by their chief Dr. Monserrat S. Chichioco, the mayor presented her health programs such as the free dialysis treatments and the assurance that all Fernandinos will get the medical service they need at an affordable price, if not gratis. To which Chichioco committed to help, in equipment for medical procedures or facilities, even as she noted that nearly 90% of the regional hospital’s Kapampangan patients are from the City of San Fernando.

DPWH. At the call of the DPWH-3 Pampanga team led by Engr. Juana Faye Magpayo, Caluag was enthused about the road widening works along Jose Abad Santos Avenue. This, even as she appealed to the agency give priority to the rehabilitation of damaged roads and declogging of drainages to relieve road flooding.

DILG. At their turn, DILG-3 director Karl Caesar R. Rimando, assistant RD Jay E. Timbreza, and DILG- Pampanga director Myra Moral-Soriano received a briefing on what tangibles Caluag has set to accomplish within her first 100 days, as well as the priority programs, including the centralized ID Card Database system that will categorize and identify the medical or financial needs of every Fernandino, with special emphasis on indigents, senior citizens, PWDs, and solo parents.

DSWD. The city’s marginalized sectors were the very focus of discussion during the call of the DSWD Pampanga Provincial Extension Office. Caluag asked the DSWD to prioritize and raise the budget for the city social welfare and development office specifically for the Pantawid Pamilyang Pilipino Program (4Ps): “Buri ku pu sana balang indigent o mangailangan saup kening syudad San Fernando adinan tamu.”

It was noted that as of May 30,2022, there were 3,405 active Fernandino beneficiaries of 4Ps.

PICPA. The Philippine Institute of Certified Public Accountants (PICPA) Pampanga Chapter pledged its support to the city administration’s programs, notably the continuation of the free seminars and trainings covering basic accounting, taxation, and costing for Fernandino small and micro enterprises.

While thanking the organization for the support, Caluag urged the members to help in the city’s efforts to convince local businesses and individuals to pay taxes correctly and on-time.

BIR. Taxes, naturally, comprised the main topic in the call of the officers of BIR-4A. 

"Reng Fernandinu dapat akit da ing puntalan da reng taxes at budget tamu," exhorted Caluag as she asked the agency’s help to study and asses the city's current tax collection which will be the foundation of her administration's programs.

She also broached the idea of a third-party system whereby past and future tax assessments are reviewed to ensure above-board transactions.  

The BIR-4A pledged support to help the city in terms of raising the revenue collection while assuring ease of services and address any red tape concerns.

With a keen eye to an absolute end to that bureaucratic bane that foments anomalies and corruption, Caluag has taken the initiative to establish in her administration an anti-red tape committee.

Here, an enabling measure is required from the city council.

And Caluag, in her experience as chair of the city’s premier barangay and ex-officio member of the city council, knows only too well the partnership required of the executive and the legislative bodies for the city to move even but an inch. Right on Day One, the mayor made an impassioned call at the SP hall for “unity and harmonious relationship” for the sake of the Fernandino.

After the dust of the May 9 elections settled, an appeal in the local papers was sounded by former three-term city mayor Rey B. Aquino to give the then-just proclaimed Caluag time and opportunity to prove herself.
“People may have doubts on whether the new city mayor, the first woman at that, will be up to the challenge of the position, but she deserves the chance to prove her worth at the very least,” Aquino said.

The turn of events at city hall, this early, shows Doc Rey has the least to worry.

We keep our fingers crossed. That Louis Vuitton though haunts me so.

Consuelo de bobo

“WE WILL fight for your welfare, we will appeal sa GCG at kung kinakailangan ay sa Office of the President dahil yung naging basehan ay isang executive order.” Ito ang matinding pangakong binitiwan ni retiradong pulis-heneral Manuel Gaerlan, punong tagapagpaganap ng Clark Development Corp., bilang tugon sa karaingan ng mga manggagawa ng CDC sa napipintong pagpapatupad sa compensation and position classification system (CPCS) base sa Executive Order No. 150 ni Panggulong Duterte noong Oktubre 2021.

“I enjoin the members of ACCES na pagtulung-tulungan natin ito. We fully support you, we are one with you in convincing, hopefully, the Commission on Good Governance, so that they will reconsider,” ani pa Gaerlan sa isang online conference noong Hunyo 25 na dinaluhan ng mga lider ng union, partikular na ang Association of Concerned CDC Employees (ACCES).  

Nagsagawa pa nga ng kilos-protesta ang mga manggagawa noong Hunyo 22 laban sa CPCS authority to implement mula sa Governance Commission for Government-Owned and -Controlled Corporations (GCG) na anila’y tiyak na magpapaliit, kundi man tuluyang mag-aalis, sa kanilang mga tinatanggap na benepisyo.

Ayon sa mga manggagawa, sa ilalim ng CPCS, mawawala na ang kanilang health coverage, retirement plan, cost-of-living allowance, housing, utilities and transportation allowances, Meritorious Service Pay (MSP) base sa taon ng serbisyo, at retirement package o separation pay na nakasalalay din sa haba ng serbisyo sa ahensiya.

Sa kuwenta ng ACCES, ang mawawala bawat buwan sa benepisyo ng bawat empleyado ay: P500, hazard pay; P750, pabahay; P750, utilities; P500, transportasyon; P1,000, COLA; at P1,500, subsidiya ng bigas. O kabuuang P5,000.

Mahihinto rin ang meritorious service pay na P1,000 sa limang taon ng pagtatrabaho, P1,500 sa 10 taon, P2,000 sa 15 taon pataas, at taunang allowance sa uniporme na umaabot sa P10,000.

Sa kabilang banda, anila, tanging 35 sa top management, mula manedyer hanggang presidente, ang makikinabang sa taas-kita na ipinapatupad ng CPCS. Isang napakalupit na biro sa 635 na karaniwang empleyado na kaltas-kita naman ang hinaharap.  

Ano ang latest?

Nitong nakaraang linggo, naka-upuan natin ang isang miyembro ng ACCES sa isang kapihan sa SM City Clark at ang bungad ko sa kanya ay kung ano na ang latest sa usaping CPCS.

“Suntok sa buwan ang umasa pang mapipigilan [ang pagpapatupad] niyan [CPCS],” sagot nito.

O, paano na ang pangako sa inyo ni Heneral Gaerlan na ipaglalaban kayo?

“Maniwala ka sa pulis…nangako na nga, tutuparin pa? Consuelo de bobo lang sinabi niya, para wala kaming masabi na wala siyang ginawa. Tiyempo pa, magbabago na ang administrasyon.”

Parang basa na ang papel ni Gaerlan sa inyo.

“Kailan pa ba siya nagpakita ng malasakit sa mga rank-and-file? Sa kanyang panahon sa CDC, tanging mga director at ‘yung upper management lamang ang nakinabang na, nagpakariwara pa.”

Mukhang may hugot ka.

“Tingnan mo na lang, nasaan ba si Gaerlan noong sinabi niyang kaisa namin siya at ipaglalaban niya kami? Sa New York. Ni hindi pa nga yata nakakapag-bukas ng kanyang maleta mula sa paglakbay niya sa South Korea, ayun lumipad na naman pa-Amerika.”

Ano ang gusto mong ipahiwatig?

“Wala kay Gaerlan ang kapakanan ng Clark, pati na mga manggagawa. Lalo’t higit wala ito sa mga board of directors.”

Resibo?

“Sa hanay ng mga manggagawa, lahat ng benepisyong aming tinatamasa ay dulot ng CBA (collective bargaining agreement) ng unyon namin sa mga nakaraang CDC administration. Na ngayoy’s nakaamba namang wasakin at wakasin sa panahon ni Gaerlan.”

Sa aspeto ng freeport? 

“May nakita ka na bang bagong investment sa Clark mula nang maging presidente ng CDC si Gaerlan?”   

Mayroon. Malalaki pa nga -- Swissotel, Hann Resort Casino, Clark International Airport New Terminal.

“Kailan ba inumpisahan ang mga yan? Kailan ba nag-takeover sa CDC si Gaerlan? At ano ang kinalaman ni Gaerlan sa Clark airport e LIPAD na ang may hawak diyan.”

Sa suma ko, 2018 o bago pa nito nang mag-umpisa ang pagpapatayo sa Swissotel at Hann Resort. Sa aking pagkakaalam, si Gaerlan ay umupo taong 2021.

Panahon na nga siguro na tanungin ang CDC kung ano ang naging accomplishments nito sa panunungkulan ni Gaerlan, lalo na nga’t magbabago ang administrasyon.

“Huwag niyong kalimutang itanong kung saan-saang lupalop sa daigdig siya nakarating, sampu ng mga CDC directors, at kung ano ang naiuwi nilang mga investments o benepisyo sa Clark mula rito. Pa-cost-benefit ratio niyo na rin – magkano ang kanilang ginastos at magkano ang nakuhang investment.”

Ay, naalala ko. Sa mga naunang pamunuhan ng CDC, tuwing maglalakbay sila sa mga investment missions ay palaging may report sila na ibinabahagi sa media kung ano ang resulta. Nawala na ito ngayon.

Nawaglit na rin yung taunan nilang ulat sa volumes of export and imports at gross and net earnings ng CDC at ang bilang nga mga bagong locators at bagong investments.

Ay, marami nga palang dapat itanong kay Gaerlan.

At bago ko makalimutan, ano na ba ang nangyari sa mga Isuzu Mu-X service vehicles (P2 million bawat isa) ng pitong CDC directors na ipina-recall sa order ng COA noong Abril 2021, nang higit tatlong buwan pa lamang si Gaerlan sa pagka-presidente ng CDC.

Pati na rin po yung pagpapataboy ng COA sa kanila mula sa siyam na villa na kanilang inokupahan at yung overpayment sa fuel expenses ng dalawa pang director.

Tila may katwiran ang miyembro ng ACCES na aking nakaupuan sa kapihan sa hugot nito sa pamunuhan ng CDC. Bagama’t may hibla pa rin ako ng pag-asa na mareresolba – sa panig ng mga manggagawa – ang isyu ng CPCS.

Sa mga ibang naungkat dito, pagpaliwanagin nawa ng CDC ang aming kaisipan. O, baka naman hindi pa tapos sa pagliliwaliw sa Amerika si Gaerlan.
